mselect is hiring a Compliance and Controls Analyst for an oil and gas operator in Erbil, Iraq. Candidates must have a minimum of 5 years of experience in compliance, project controls, or audit within the oil and gas industry or EPC environments. Fluency in English, Kurdish, and Arabic is required.

Job Objective
To ensure adherence to company policies, post-award contractual obligations, and applicable regulatory requirements across all operational and project activities. The role is responsible for monitoring and analyzing internal project activities, assessing compliance, evaluating internal controls and documentation, and identifying potential risks to maintain operational integrity and enhance efficiency.

Key Responsibilities

1. Compliance Monitoring:
  • Review and verify that all operational and project activities comply with company policies, procedures, and regulatory standards
  • Monitor adherence to contractual terms and conditions for vendors, contractors, and service providers
  • Ensure compliance with HSE (Health, Safety, and Environment) standards and local regulations
2. Internal Controls Assessment:
  • Evaluate existing internal control procedures and recommend improvements
  • Validate the accuracy and completeness of documentation for transactions and approvals
  • Conduct periodic review of financial, operational, and procurement processes
3. Risk Identification & Mitigation:
  • Identify compliance and operational risks across departments
  • Develop risk mitigation strategies and track implementation
  • Prepare risk assessment reports for management review
  • Provide support to the Project Planner in tracking and updating project milestones and deliverables
4. Contract Review:
  • Analyse contract terms and conditions to ensure compliance with company standards and procedures
  • Highlight deviations and recommend corrective actions
  • Support Contract Engineers in contract administration and change management processes
5. Operations KPI Monitoring:
  • Track and analyse key operational performance indicators (KPIs) to ensure alignment with project objectives
  • Identify variances and potential compliance issues through KPI analysis
  • Provide actionable insights and recommendations to improve operational efficiency and compliance
6. Reporting & Documentation:
  • Prepare compliance evaluation reports and present findings to management
  • Maintain records of compliance checks, risk assessments, and corrective actions
7. Stakeholder Engagement:
  • Collaborate with Operations, Procurement, Finance, and technical teams to ensure integrated compliance
  • Provide training and guidance on compliance requirements and internal controls
  • Facilitate communication between the project team and company representatives when required

Requirements
  • Bachelor’s or Master’s degree in Engineering, Business Administration, Finance, Law, or related field
  • Minimum 5 years of experience in compliance, project controls, or audit, preferably in the oil and gas industry or EPC environments
  • Proficient in Kurdish and English, with advanced Arabic language skills
  • Excellent communication and reporting skills in both written and spoken forms
  • Ability to manage multiple tasks and deadlines
  • Public speaking and networking abilities
  • Proficiency in computer skills and MS Office tools (especially Excel)
  • Analytical and detail-oriented
  • Proactive and solution-focused mindset
