mselect is looking to hire an Environment Officer – PPL for an international energy client in Basrah, Iraq. Candidates must have a minimum of 5 years’ environmental management experience working on site, preferably within the oil and gas industry. Fluency in English and Arabic is a must.
Job Purpose
The Environment Officer provides support to the Environment Advisor in overseeing the environmental aspects of the pipeline package. The role is responsible for managing site environmental activities during construction to ensure compliance with the project’s Environmental Management System (EMS), Iraqi legislation, international standards (such as IFC), company requirements, and approved environmental commitments. The environment officer conducts environmental checks and inspections of the contractor’s construction activities to verify compliance and communicates the necessary environmental mitigation measures to be implemented on-site to prevent and minimize environmental impacts.
Key Activities
1. Leadership:
Support the HSE team to ensure health and safety procedures and policies are implemented by the package team and contractors.
5. Competency and Training:
Ensures that environmental incidents are reported and managed as per the project’s HSE incident investigation procedure.

The officer will be the point of contact for the package team and contractors from the construction to the commissioning phase on environmental issues.

Key Activities
1. Leadership:
- Provides environmental advice, guidance and support to the package team within the project perimeter
- Promotes environmental awareness and compliance with the relevant legislation and commitments on the worksites
- Supervision of contractors' environmental personnel and project team to ensure compliance
- Suggest and present to the environment advisor improvement initiatives to the environment advisor
- Organise events and develop relevant material to promote environmental awareness
- Ensures implementation of the project’s EMS and associated site implementation procedures, e.g. air quality, biodiversity, waste management
- Checks that all package contractors and their subcontractors are implementing their management plans and have the required resources to manage the environmental components on site
- Supports the environment advisor to develop site monitoring/inspection checklists, records and reports
- Distributes environmental material, e.g. wildlife identification/sighting guides, for the site, to communicate mitigation control requirements
- Ensures that all site personnel are aware of the applicable environmental requirements for the project and apply them
- Ensures the contractor promotes a culture of environmental impact prevention and risk management throughout the construction activities
- Identifies potential environmental incidents/issues, and construction risks and takes the necessary measures to deal with them quickly and effectively

5. Competency and Training:
- Inform the package team and stakeholders about environmental management and best practices through routine toolbox talks and awareness campaigns
- Ensure that contractors implement similar programs and tools on their respective worksites
- Play an active and advisory role in the emergency response team on-site
- Provides awareness sessions to prevent environmental incidents
- Check the contractor’s spill response plan controls and equipment on all sites to ensure compliance with project spill response plan requirements
- Participates in emergency response exercises as required

8. Audits and Inspections:
- Ensures regular checks and inspections are conducted on site to monitor environmental performance
- Ensures the contractor conducts site inspections & checks their reports for compliance
Key Accountabilities
The primary focus of the role is to ensure the environmental impact and associated mitigation controls are managed and controlled by the package team and contractors. The officer will be the point of contact for the package team and contractors from the construction to the commissioning phase on environmental issues.
Requirements
- A minimum of 5 years’ environment management experience working on site, preferably within the oil and gas industry
- Professional environmental qualification at diploma/degree level minimum (e.g. environmental science)
- Previous experience of working in a culturally diverse site with adverse and sensitive environmental conditions whilst ensuring that the project personnel and contractors adhere to the environmental regulations and company requirements
- Good knowledge of environmental impact assessment, management plans and site monitoring techniques and associated international legislation and standards, specifically ISO-14001 and IFC standards
- Familiarity with the national Iraq regulatory framework and the company referential framework (rules, specifications, guides) is an advantage
- Experience in supervising contractors to prevent and limit impacts to the environment from construction activities
