mselect is looking to hire a Local Buyer for a construction client in Basrah, Iraq. Candidates must have a minimum of 1–3 years in procurement, preferably within the construction or general contracting sector.

Job Purpose
Responsible for ensuring the timely, cost-effective, and high-quality procurement of goods and services from local markets in accordance with company policies, project requirements, and contractual obligations.
Key Responsibilities
- Source, evaluate, and negotiate with local suppliers to secure competitive pricing, quality, and delivery terms
- Prepare and issue Purchase Orders (POs) in compliance with company procurement policies
- Conduct market research to identify reliable vendors and maintain an updated supplier database
- Coordinate with project teams, warehouses, and finance departments to ensure proper delivery and documentation
- Monitor supplier performance (quality, delivery, after-sales service) and escalate issues when necessary
- Ensure all purchasing activities comply with company policies, legal requirements, and ethical standards
- Assist in procurement planning, cost analysis, and reporting to management
- Maintain accurate procurement records and filing systems
- Support in resolving discrepancies related to delivery, invoicing, or quality issues
- Follow health, safety, and environmental standards in all procurement-related activities
Requirements
Qualifications & Experience:
- Bachelor’s degree or equivalent diploma in Business Administration, Supply Chain Management, or a related discipline (preferred)
- 1–3 years of proven experience as a Buyer/Procurement Officer in contracting, construction, or related industries
- Strong knowledge of Basra’s local market and vendor networks
- Excellent negotiation and communication skills
- Computer literacy (MS Office, SAP systems preferred)
- Fluent in Arabic (mandatory), English proficiency is an advantage
- Ability to work under pressure and meet deadlines
