mselect is looking to hire a Subject Matter Expert (SME) – Quality Assurance and HSE Expert for an Aerospace & Defense manufacturing client in Doha, Qatar. Candidates must have 10–15 years of experience in Quality Assurance, Health & Safety, or Environmental Management within the defense and/or aerospace industries. Fluency in English is a must.
Job Purpose
The Quality Assurance & HSE Expert serves as the group’s authority on quality management systems, health, safety, and environmental governance across all defense manufacturing subsidiaries and JVs the role ensures that all factories operate in compliance with defense, national, and international standards, while fostering a culture of continuous improvement, product reliability, safety, and sustainability
The expert will define and implement group-wide quality and HSE frameworks, standardize best practices, support audits, and drive initiatives that enhance operational performance, compliance, and risk mitigation across the organization

Job Purpose

The expert will define and implement group-wide quality and HSE frameworks, standardize best practices, support audits, and drive initiatives that enhance operational performance, compliance, and risk mitigation across the organization
Key Responsibilities
1. Strategic & Group-Level Oversight:
- Develop and maintain group-wide QHSE policies, standards, and governance frameworks aligned with defense sector requirements
- Oversee the implementation of ISO 9001, ISO 14001, ISO 45001, AS9100, and defense-specific standards across subsidiaries and JVs
- Advise group management on quality and HSE risks, metrics, and improvement opportunities
- Lead the harmonization of QA and HSE procedures across all factories to ensure operational consistency and compliance
- Define quality assurance strategies, inspection plans, and process control methods to ensure product reliability and traceability
- Drive root cause analysis and corrective/preventive action (CAPA) initiatives to resolve systemic quality issues
- Implement supplier quality management programs to ensure material and component compliance with defense standards
- Lead or support first article inspections (FAI), qualification testing, and acceptance processes in collaboration with defense customers and authorities
- Monitor and improve non-conformance and defect reduction programs across subsidiaries
- Oversee the establishment and maintenance of safety management systems in compliance with local laws, defense industry requirements, and ISO 45001
- Promote a strong safety culture through training, communication, and leadership engagement
- Support factories in implementing environmental management programs to ensure compliance with ISO 14001 and sustainability targets
- Monitor, investigate, and report on HSE incidents, ensuring proper root cause analysis and follow-up actions
- Plan and conduct internal audits at the group level and support external certification or defense authority audits
- Ensure compliance with defense production regulations, export controls, and customer quality requirements
- Maintain a centralized compliance dashboard for tracking performance, audit findings, and corrective actions
- Support subsidiaries in preparation for military customer audits, factory acceptance tests (FAT), and supplier assessments
- Develop and deliver training programs to upskill subsidiary/JV QA/HSE teams on standards, tools, and regulatory requirements
- Act as a mentor and technical advisor for quality and HSE professionals across the group
- Promote knowledge sharing and lessons learned across all sites to drive continuous improvement
Requirements
Education:
- Bachelor’s degree in engineering, Quality Management, Industrial Engineering, Environmental Science, or a related field
- Master’s degree or equivalent in Quality or Safety Management preferred
- Professional certifications such as Lead Auditor (ISO 9001/14001/45001), Six Sigma Black Belt, or NEBOSH/IOSH are highly desirable
- Minimum 10–15 years of experience in Quality Assurance, Health & Safety, or Environmental Management within the defense and/or aerospace industries
- Proven track record in managing multi-site quality and HSE systems
- Demonstrated experience in ISO/AS9100 implementation, defense audit management, and risk-based quality control
- Hands-on experience with QMS and EHS management software, and familiarity with defense customer quality assurance frameworks
Skills and Competencies
- Deep understanding of defense quality assurance standards, product traceability, and configuration control
- Strong knowledge of risk management, FMEA, root cause analysis, and continuous improvement methodologies
- In-depth knowledge of occupational safety and environmental regulations
- Excellent analytical, investigative, and reporting skills
- Strong leadership and change management capabilities across multi-site operations
- Exceptional communication, auditing, and training skills
- Ability to work effectively with cross-functional teams and government defense quality representatives
