mselect is looking to hire an HSE Methods and Reporting Engineer for an international energy client in Basrah, Iraq. Candidates must have a minimum of 5 years of HSE experience within the energy industry and construction sector. Fluency in English and Arabic is a must.
Job Purpose
The position reports to the HSE Director; in this context, you will work in close collaboration with other departments and packages. The jobholder will receive guidelines from his/her hierarchical reporting line to ensure the implementation of the Company's HSE requirements across the project, specifically among local employees. You are the focal person to coordinate HSE methods and reporting activities with the entire team, and specifically the PV packages within the project.

Main Activities
For Methods, the main tasks are as follows:
- Participate in the development of the HSE Manual, procedures and emergency plans
- Ensure the updating of HSE documentation in line with the Company rules
- Improve, update and ensure continuous development of the HSE management system
- Monitor and understand national and international regulations, to integrate them into HSE reference documents
- Interact with site personnel to incorporate their comments into HSE reference documents
- Promote the new standards and procedures through appropriate communication: email, PowerPoint presentation, toolbox, intranet, etc
- Assist the HSE department in updating internal documents
- Communicate and conduct training sessions or presentations to ensure staff understanding of updates or new HSE documents
- Assist the HSE department in the preparation and implementation of HSE programs and events such as WDFS, etc
- Promote a safety culture and a zero-accident mindset among office and site personnel
- Carry out safety tours to ensure compliance with safety rules and the proper implementation of the Company's HSE requirements
- Contribute to the analysis of HSE performance to identify areas for improvement to prevent accidents
- Participate in HSE events analysis, incident & accident management, and information Sharing
- Collect data and verify its reliability to prepare the periodic reporting
- For routine reports, manage the retrieval of data, assemble, review, and perform preliminary assessments for all routine reports
- Follow up and analyze HSE KPIs to propose actions to bring trends in the correct direction and continue to improve them
- Ensure timely and qualitative reporting of HSE events in the reporting system (e.g. Synergi)
- Create reports and reporting protocols in Synergi
- Deliver HSE awareness training and Synergi familiarization
- Monitor the follow-up of cases and actions (status & quality) in the reporting system (e.g. Synergi)
- Promote a safety culture and zero-accident mindset among office and site personnel
- To assist the HSE team in developing the HSE dashboard and leading indicators and monitoring them periodically
- Participate in preparing the first draft of the action plan (using Synergi) based on the recommendations of events analysis, initiatives, audits and performance indicators
- Assist the HSE Methods & Reporting Coordinator in extracting data from the reporting system
- Carry out safety tours to ensure compliance with safety rules and the proper implementation of the Company's HSE requirements
- Contribute to the analysis of HSE performance to identify areas for improvement to prevent accidents
- Participate in HSE events analysis, incident & accident management, and information Sharing
- Ensure HSE communication on the shop floor (events, HIPO, REX, good practices) and make them known to all teams
Key Accountabilities
- Promote a safety culture and a zero-accident mindset among office and site personnel
- Ensure data collection for HSE reporting to the Company
- Follow up and analyze HSE KPIs to propose actions to bring trends in the correct direction and continue to improve them
- Follow-up of the HSE action plan for performance improvement
- Ensure HSE communication on the shop floor and among office personnel
Requirements
- University degree: Safety, environment engineering, Mechanical, petroleum, chemical or process engineering 4-5 years’ experience in oil and gas. Worked a minimum of 2 years in HSE with some experience in data and incident reporting, and exposure to the Company Management System (CMS) documentation
- Ability to communicate and network in a complex and multicultural organization. Initiative, reactivity, and ability to synthesize and prioritize are essential assets
- 5 years of HSE professional experience in the energy industry and construction sector(s), of which 3 years should be on-site
- Technical degree or diploma plus locally/internationally recognized HSE degree/diploma
- Experience in the power sector will be a plus
- A high level of knowledge and understanding of the local HSE regulations applicable in the region is an advantage
- Ability to understand procedures and instructions specific to HSE topics
- Must be able to prepare, review, and audit working procedures
- Must be able to prepare reports on all HSE technical matters
- Must be capable of conducting HSE incident investigations
- The ability to plan, implement, and supervise training in all areas of safe working is essential
- Demonstrated knowledge and experience in developing, implementing, and continuously improving health & safety, and environmental management systems requirements
- Good English language oral and written communication skills are essential
- Arabic language speaking and knowledge of the Middle East area are considered valuable
- Proficiency in computer skills with MS Office and other day-to-day work-related software applications is necessary
