mselect is looking to hire a Pipeline Construction Superintendent for an international energy client in Basrah, Iraq. Candidates must have a minimum of 10 years of professional experience, with at least 7 years in a similar position. Fluency in English and Arabic is a must.
Job Purpose
The job holder is responsible, within the Pipelines project team and under the Pipelines Package Manager and reports to Construction Manager during the Pipelines construction execution phase, for coordination, validation of resources, monitoring, and supervising the overall construction activities within the assigned area as carried out by the EPC Contractor (and Subcontractors) at the GPP Pipelines worksites. The job holder ensures that all HSSE, Quality and Technical contractual requirements are duly applied by the EPC Contractor and all Subcontractors on the construction site.

Job Purpose

The job holder ensures that all HSSE, Quality and Technical contractual requirements are duly applied by the EPC Contractor and all Subcontractors on the construction site.
Key Responsibilities
- Act as HSE leader and lead by example. Strong environmental awareness and leadership are essential
- Oversee EPC Contractor’s Construction activities, including validation of personnel numbers, qualifications, and experience, usage of appropriate tools, adherence to all project objectives, requirements, specifications, standards, procedures and execution plans
- Actively mentoring site teams and junior staff
- Oversee the fabrication, installation, testing, and inspection of pipelines
- Oversee planning, coordination, and supervision of pipeline construction activities, including the installation, testing, gauging, flushing, drying and preservation of pipelines, as well as mechanical equipment related to piping
- Understanding of the critical path and key milestones within the construction planning programs
- Ensure the work permit application process is adhered to and ensure all necessary documents are prepared according to project HSE and Control of Work procedures
- Ensure that all site activities are performed safely and in compliance with legal regulations, including environmental regulations, as the highest priority
- Take responsibility for client/vendor coordination and prepare necessary documents, such as site setup plans, obtaining relevant approvals, and job hazard assessments
- Possesses strong knowledge of reading and interpreting mechanical, civil, and structural drawings. Demonstrate comprehensive skills in managing typical oilfield pipeline construction
- Inspect all fabricated materials after assembly to ensure adherence to blueprint specifications and quality standards
- Demonstrate experience in all types of welding, including joint fit-up, PWHT, automatic and manual welding (SMAW, GTAW, etc), field joints coating, pipeline lowering, gauging, hydrotesting, drying and preservation
- Support the Construction Manager, ensuring that construction activities align with project standards and procedures
- Follow up on the sequence of work fronts and liaise with the Construction Manager and Supervisors to ensure adherence to the Construction Level 3 Schedule
- Witness and actively participate in subcontractor/vendor site activities as required
- Ensure planning, coordination, execution, and follow-up of all installation, pre-commissioning, and commissioning activities are done in strict compliance with detailed design and specifications
- Anticipate problems by addressing planning aspects related to interface issues during installation, pre-commissioning, and commissioning works
- Undertake regular site visits to assess work quality and the delivery of the contract, intervening as necessary to ensure activities progress in line with the project schedule
- Maintain a strong relationship with partners, being flexible when required, but also enforcing strict adherence to achieve project objectives. Liaise with other disciplines as necessary to improve team effectiveness and achieve project objectives and targets
- In case of community-related issues, engages through the Company and Contractor Community relations personnel
- Interface with QA/QC personnel to address quality issues and monitor progress relative to the schedule
- Ensure compliance with HSE instructions, rules, and procedures to meet HSE contractual clauses and other relevant documents
- Identify and resolve any issues or challenges that arise during pipeline construction
- Take responsibility for environmental protection and monitoring project environmental performance
- Participate in daily, weekly, and monthly meetings as required
- Compile necessary reports (daily, weekly, monthly) related to discipline and scope, as required by the Construction Manager
- Responsible for sharing previous lessons learned and ensuring current lessons learned are captured and communicated to support review teams and future projects
Key Activities
- Profound knowledge of the construction industry, which enables a pipeline supervisor to be comfortable with the utilization of construction tools; the ability to read construction drawings, and the mastery of safety and governmental rules; International Design codes and industry practices
- Expert in pipeline works supervision such as pipeline stringing, welding, field join coating, lowering, hydrotesting, drying, etc, adherence with project objectives, requirements, specifications, standards, procedures and execution plans
- Excellent leadership skills, since a team of workers, contractors, and subcontractors looks to the pipeline superintendent for guidance and recommendations
- Expert in Early setup of pipeline works, such as setting out survey of the site, identification of resources and good planning and organisational skills that enable a pipeline supervisor to figure out the number of workers needed for a project, how to organise time, and the most effective way to get things done
- Excellent multitasking skills, since a pipeline supervisor gets demands from several directions, and he must prioritise what to give his attention to
- Develops both an understanding and a working knowledge of all aspects of the contract related to his/her task. Provide guidance and technical assistance to contractors
Requirements
- Bachelor's degree in mechanical engineering or related field preferred
- Experience in a similar position: 7+ Years
- Professional experience: 10 years minimum
- Strong working knowledge of the fundamental requirements of mechanical engineering (pipelines and piping), and the basic requirements of other engineering fields
- A working knowledge of applicable local and international pipeline standards and statutory and regulatory specifications
- Experienced in reviewing and approving construction method statements, commenting on construction drawings, and commenting on Risk Assessments
- Strong knowledge in pipeline ROW construction, stringing, welding, coating, hydrotesting, lowering, auger boring, HDD and open cut crossings
- Excellent knowledge of pre-commissioning and commissioning activities
- Excellent communication and interpersonal skills to collaborate with stakeholders, contractors, and vendors
- Strong knowledge of the Completions documentation requirements and the ability to ensure Contractor compliance
- SIMOPS management champion
- Ability to work in a multi-cultural business environment
- Must be able to work outdoors for an extended period
- Good interpersonal and communication skills
- Language: Arabic as mother tongue and Fluent in English (speaking and writing)
- Recent Working experience in an Iraqi oilfield will be an added advantage
