mselect is looking to hire a Well Operations HSE Advisor for an international oil and gas operator in Dohuk, Iraq. Candidates must have 5-10 years of total HSE and industry-relevant work experience, with a minimum of 3-5 years of rig-based HSE experience in drilling and well services. Fluency in English, Kurdish, and Arabic is a must.

Job Purpose
The Well Operations HSE Advisor will provide essential HSE advice, guidance, support and supervision of tasks and activities on all Well Operations. The position ensures that client and Contractor personnel at their location carry out their duties as per the client’s standards and expectations.

Key Responsibilities
  • Assure that the HSE aspects of Drilling & Well Services operations are managed in line with HSE expectations and Standards
  • Provide Training and Coaching to the Rig Contractors HSE advisors, rig crews and service companies
  • Represent the client in incident investigations at the site
  • Supervise/observe all non-routine or high-risk tasks, including lifting operations
  • Liaise with the Operations team to ensure coordination of SIMOPS procedures
  • Participate in safety meetings, toolbox talks, risk assessments and pre-job safety analyses
  • Represent the client at their location as an HSE representative
  • Promote compliance with Incident Free Lifesaving Operating Rules
  • Assist the Paramedic in health and hygiene audits and follow-up on tracking deficiencies
  • Encourage the use of safe working practices on and around the Rig site
  • Be responsible for producing the following documents and reports: Daily HSE report including summary of statistics; Reporting all HSE incidents to the client and recording all incidents in the incident recording System; Writing and distributing Flash Incident reports within 1 hour of an incident event; Writing detailed Incident reports; Ensure that all drills are conducted regularly and efficiently and generate drill reports; Conduct HSE inspections/audits of work sites, equipment, and vehicles Produce report on findings

Requirements

Experience:
  • HSE & Industry relevant work experience – 5-10 years
  • Rig-Based HSE Drilling & Well Services experience – minimum 3-5 years
Qualifications:
  • Competent with basic professional computer skills (Word, Excel, Outlook)
  • NEBOSH Certificate is essential
  • Fluency in English with strong written and verbal skills
  • Qualification in Incident Investigation and Root Cause analysis preferred
  • Formal qualifications in Rigging, Lifting & Slinging preferred

  • Monitor compliance with the client and Rig Contractor HSE policies, procedures, and standards
  • Supervise contractor HSE personnel
  • Support the delivery of safety meetings for client and contractor personnel
  • Support and coordinate Emergency Response Exercises and Drills
  • Respond to all incidents, providing support to the Drilling Supervisor
  • Monitor the application of the Permit to Work System and have input during all toolbox talks and pre-job safety meetings
  • Work and behave in a safe manner
  • Proactively seek and pursue opportunities for continual improvement
  • Lead by example with a positive attitude
  • Ability to consult with all levels of the workforce, including management
  • Ability to multitask
  • Ability to write clear and concise reports in English
  • Ability to address issues observed and facilitate resolutions
  • Ability to train drilling personnel in occupational HSE training topics
  • Excellent English language communication skills to process and convey information effectively through a variety of methods to a wide range of people
