mselect is looking for a Workforce Development Advisor for an international oil and gas operator in Erbil, Iraq. Candidates must have at least 5 years of relevant job experience. must be fluent in English, Arabic, and Kurdish.
Position Summary:
The Workforce Development Advisor will be responsible for driving the Workforce Development Program to improve organizational and individual performance. This includes collaborating with departments to understand, identify, and develop the future operational/industry workforce needs.

Position Summary:
The Workforce Development Advisor will be responsible for driving the Workforce Development Program to improve organizational and individual performance. This includes collaborating with departments to understand, identify, and develop the future operational/industry workforce needs.
Main Duties & Responsibilities:
- Lead the Workforce Development program
- Identify personnel competency development needs and available international/domestic learning resources, including competency development/assessment frameworks, mentorship, OJT, in-house trainings, external trainings & workshops, academic/diploma sponsorships, and internship programs
- Maximize efficiency of available competency learning resources (technical and non-technical) for personnel
- Work collaboratively with department heads across all functions to identify current and future personnel competency requirements based on operational needs
- Develop and track personnel competency development profiles to measure progress against localization targets
- Develop and implement a Workforce Development communication plan
- Update the Workforce Development Plan
- Update and maintain all personnel expat/local profiles, Workforce Development reporting requirements, maintaining the Succession Plan/Position Profile documents and submission as per internal process
- Drive the annual performance review process to ensure a high quality of goal setting/development needs
- Coordinate leadership/management courses for high potential personnel
- Support in recruitment for key development roles
Qualifications:
- Bachelor’s degree
- 5-8 years of experience in learning and development, training/coaching experience
- Experience in developing and managing projects/people
- Fluent or native in English
- Excellent written and verbal communication skills
- Flexible to visit the field as needed
- Must have experience working collaboratively with senior members of an organization, including with multiple nationalities and backgrounds
Preferred:
- CIPD/HR/Learning and Development/Coaching certificate
