mselect is looking to hire a Material Specialist for an international energy client in Basrah, Iraq. Candidates must have 5-8 years of experience in materials management or logistics coordination within a construction environment, preferably with electrical or power sector projects. Fluency in English and Arabic is a must.

Job Purpose
The Material Specialist is responsible for managing and coordinating all material-related activities to ensure the timely delivery, integrity, and availability of materials for the construction of the Overhead Transmission Lines (OHTLs) and the GIS substation. The Material Specialist is also responsible for the efficient and effective management of all materials required for the successful execution of a 143.5 km Overhead Transmission Line and GIS substation project. This includes planning, sourcing, tracking, receiving, storing, and issuing materials, ensuring timely availability and quality.

Key Activities

Material Management:
  • Supervise and ensure the EPC contractor’s compliance with project specifications and quality standards in the procurement, inventory, and distribution of materials
  • Review and approve the contractor’s material tracking systems and procedures to ensure alignment with project timelines and deliverables
  • Coordinate with EPC and suppliers and vendors to ensure timely delivery of materials according to project schedules and deadlines and follow up on the regular vendor reporting
  • Material Planning and Forecasting
  • Collaborate with engineering and construction teams to understand material requirements based on project specifications, drawings, and schedules
  • Validate material requirement plans developed by the EPC based on approved engineering drawings and construction schedules
  • Review and approve comprehensive material forecasts and ensure alignment with project milestones
Quality Assurance:
  • Ensure that all incoming materials meet the required quality standards and specifications through inspection, documentation review, and coordination with quality control teams
  • Work with the QA/QC inspectors to verify that all incoming materials meet the established quality standards and specifications
  • Report any material quality issues or discrepancies to both Site Managers and ensure all corrective actions are implemented by the EPC
  • Ensure that all materials delivered are supported by a quality certificate and inspection reports
  • Coordinate with QA/QC Inspectors to issue Non-Conformance Report NCR if required
Inventory Management:
  • Monitor the EPC’s systems to ensure an efficient system for receiving, storing, and issuing materials at the project site and any designated storage facilities
  • Ensure that inventory control measures to optimize stock levels and minimize waste
Material Tracking and Documentation:
Maintain accurate records of all material movements, including receipts, issues, and balances Utilize material management software or systems to track material status and generate reports.
Coordination with Site Teams:
  • Work closely with construction crews and site engineers to ensure the right materials are available at the right place and time to support construction activities
  • Monitor material flow to ensure it supports uninterrupted construction progress
Problem Solving:
  • Identify and resolve any material-related issues that may arise during the project lifecycle, such as shortages, discrepancies, or quality concerns
  • Work with the EPC to develop and implement mitigation strategies for material shortages, delays, or quality concerns
Compliance and Safety:
Ensure all material handling and storage activities comply with relevant safety regulations and project procedures.
Reporting:
Prepare regular reports on material status, consumption, and any potential risks or issues to the Project Manager and other stakeholders.
Material Reconciliation:
  • Oversee periodic material reconciliations conducted by the EPC to ensure consistency between physical inventory and documentation
  • Validate final material reconciliation reports at project close-out

Key Accountabilities
  • Ensure that materials are delivered on time and in compliance with project specifications
  • Maintain a safe and organized material storage environment
  • Contribute to the timely progress of construction activities by effectively managing materials and logistics

Requirements

Qualifications/Experience required:
  • Excellent organizational, planning, and time management skills
  • Past experience with GIS substation and Over Head Transmission Line Project
  • Ability to work collaboratively in a team-oriented environment
  • Material Planning, Inventory Management, Logistics Coordination, Quality Control Awareness, Technical Knowledge of Power, Transmission and Substation Materials, Record Keeping and Documentation, Communication and Interpersonal Skills, Problem Solving and Attention to Detail
Key Competencies:
  • A bachelor’s degree in supply chain management, engineering, construction management, or a related field is preferred
  • 5-8 years of experience in materials management or logistics coordination within a construction environment, preferably with electrical or power sector projects
  • Strong technical understanding of materials used in overhead transmission lines (conductors, insulators, towers, hardware, etc.) and GIS substations (switchgear, transformers, cables, etc.)
  • Familiarity with relevant industry standards and specifications (e.g. IEC, IEEE, local standards)
  • Experience with material management software or ERP
  • Proficiency in MS Office Suite (Word, Excel, etc.) and familiarity with material management software/systems
  • Fluent in English and Arabic
