mselect is looking to hire a Procurement and Contract Engineer for an international energy client in Basrah, Iraq. Candidates must have a minimum of 10 years of experience in contract and procurement management within the oil & gas sector. Fluency in English and Arabic is a must.

Job Purpose
The Procurement & Contract Engineer is accountable for implementing and negotiating all contracts in terms of services, materials and logistics supply related to the operation and maintenance activities of the solar plant, aiming for a safe, optimised, cost-efficient and reliable performance of the plant in compliance with the relevant policies.

Main Activities
  • Develop, implement and maintain contracts, procurement and logistics policies, strategies and procedures to ensure compliance with legislation, the relevant rules and evolving Solar objectives, with emphasis on safety and continuous improvement in terms of organization and operational cost
  • Ensure that tendering procedures and processes are strictly adhered to and the ethical rules related to subcontracts and procurement, as defined by Solar, are respected
  • Analyze performance against objectives, identify causes of gaps and provide recommendations for improvement
  • Establish contractual practices and/or procedures in cooperation with technical teams, respecting the local constraints
  • Manage and coordinate the procurement activities from the sourcing of material through safe delivery within a given time frame
  • Direct the forwarding and clearing process to ensure the on-time availability of material for the smooth continuation of the operations

Operational Activities
  • Before the operation phase, coordinate and conduct the Call for Tenders/Request for Proposals processes, as well as the suppliers’ qualification processes, in accordance with the relevant procurement policies
  • Prepare, review, draft and lead the negotiations of all aspects, including HSE, of the different contracts related to the purchase & supply of services and materials needed to be in force at the Provisional Acceptance Date of the first Unit
  • Ensure that contractor selection is carried out in accordance with the relevant requirements and that safety and environmental assessments are part of the selection process
  • During the operation phase, ensure the development and management of evolving Supply Chain Management activities, including purchase orders for the supply of goods and contracts for the supply of services, to ensure continuous improvement and the use of best practices
  • Ensure compliance with all the fiscal and recommended procedures, to ensure that the integrity of Solar is maintained and can stand up to an audit from all external agencies
  • Follow up and manage financial and administrative tasks related to the execution of purchase and supply agreements for services and materials during the operational phase of the projects
  • Provide a fair and equitable commercial framework to vendors and contractors, ensuring Solar obtains the best-value business solutions
  • For goods: In coordination with the Warehouse Manager and the O&M Director, prepare the annual purchasing plan for Solar’s assets during the operational phase
  • For goods: Support the Warehouse Manager to ensure that production is not stopped or disrupted due to the failure of procurement and logistics support
  • Define and implement procurement and contractual strategies, conducting in-depth analysis of the relevant markets and collaborating closely with the internal teams, with the final objective to promote competition among suppliers and service providers and therefore promote cost optimization

Other Activities
  • Develop strong contractor relationships to maintain a good knowledge of market trends
  • Provide proactive and timely advice and support to internal teams in all matters relating to contracts and materials supply
  • Represent Solar on contracts, procurement and logistics matters as far as external agencies and authorities are concerned
  • Define KPI allowing for the continuous improvement of the contracting and procurement process
  • Collect and register all contractual-related lessons learned from previous RFP’s
  • Intervene in the settlement of lawsuits, in conjunction with the legal team, by proposing strategies and actions and by participating in negotiations
  • Companioning/training of local junior Iraqi contract engineers and development of the training plan from a contractual discipline standpoint

Requirements
  • Minimum 10 years' experience in RFPs, procurement and contract management and negotiation in the English language (including guarantees, penalties, claims, procurement…) linked to renewables operations
  • Experience in contracting services and purchasing equipment for PV plants is a plus
  • Solid experience in contractual drafting and the ability to identify critical points
  • Familiarity with local applicable law
  • Good communication and organisational skills proven in a multicultural environment
  • Knowledge of typical legislation associated with power plant companies
  • Strong knowledge and understanding of HSE standards and practices
  • Good knowledge of commercial processes, contractual mechanisms and budgeting experience
  • The jobholder shall be prepared to work in a remote area and be self-motivated
  • Demonstrates a high level of autonomy, discipline, and attention to detail
  • Fluent in Arabic and English
