mselect is looking to hire a Commissioning Engineer for an international energy client in Basrah, Iraq. Candidates must have a minimum of 7 years of experience in the 132kV transmission line and 132kV GIS substations. Fluency in English and Arabic is a must.

Job Purpose
The Commissioning engineer is responsible for managing, supervising, and coordinating all commissioning and pre-commissioning activities to ensure systems and equipment are tested and ready for operation in compliance with the project requirements, timelines, and safety regulations for the Overhead Transmission Lines (OHTLs) and GIS substation. The commissioning engineer is responsible for ensuring that all systems related to the transmission line and substation are fully tested, functionally verified, and safely energised. This includes planning, coordinating with EPC and vendors, supervising field commissioning, and ensuring a smooth handover to operations.

Key Activities

Pre-commissioning Activities:
  • Develop and review pre-commissioning and commissioning procedures for the assigned system or equipment
  • Participate in walkthroughs, inspections, and punch-listing activities to verify system readiness and ensure adherence to project design specifications and safety standards
  • Assist in the verification and validation of equipment and system functionality
Commissioning Activities:
  • Ensure all pre-commissioning and commissioning activities adhere to industry standards, regulatory requirements, and project-specific safety and environmental policies
  • Provide technical support in troubleshooting issues within the assigned units
  • Monitor and analyze operational data to identify and resolve technical issues
  • Support the EPC in achieving targeted functional and quality parameters during the commissioning and early operational phase
  • Assist with the implementation of performance tests and ensure that units are operating according to performance guarantees
  • Maintain comprehensive documentation, including reports on commissioning activities, test results, and operational procedures
  • Facilitate meetings, resolve project challenges, and communicate project status, risks, and recommendations
  • Oversee and coordinate commissioning activities with contractors, vendors, and site teams to ensure timely completion of project milestones
  • Ensure comprehensive training and transfer of knowledge to the operations team, developing and conducting training programs as required
  • Collaborate with the engineering team to optimize operating conditions for safety, reliability, and environmental compliance

Key Accountabilities
  • Ensure commissioning is executed in alignment with project requirements and safety regulations
  • Guarantee timely energization and system readiness for handover operations
  • Support project progress by resolving commissioning-related technical issues promptly

Requirements

Qualifications/Experience required:
  • Bachelor’s degree in electrical engineering
  • Minimum of 7 years of experience in the 132kV transmission line and 132kV GIS substations
  • Strong understanding of pre-commissioning and commissioning practices within power transmission environments
  • All substation’s primary equipment test (Power Transformer, 132kV GIS Switchgear, 33kV GIS switchgear, AIS Equipment, CTs, CVTs, SA, Capacitors bank, auxiliary transformer, etc)
  • All substation’s secondary and ancillary systems test (LVDB, Rectifier, Battery bank, UPS, etc)
  • All substation MEP tests (Small power, Fire Alarm System, Lighting, Fire Fighting, Surveillance System, etc)
  • Substation’s earthing and lightening system test
  • 132kV underground cable, MV cable, and LV cable test
  • Strong experience in substation protection and metering system test
  • Experience in substation’s telecommunication system and distributed control systems (DCS) is highly desirable
Key Competencies:
  • Comprehensive knowledge of pre-commissioning and commissioning safety, and risk assessment methodologies
  • Strong troubleshooting, analytical, and problem-solving skills
  • Excellent communication, organizational, and team leadership skills
  • Ability to work in a multicultural environment and coordinate with diverse stakeholders
  • Proficiency in MS Office Suite (Word, Excel, etc) and familiarity with material management software/systems
  • Fluent in English and Arabic
