mselect is looking to hire a Contracts Specialist for a consultancy client in Erbil, Iraq. Candidates must have a minimum of 6 years of experience in procurement with at least 3 years of experience in a managerial role. Fluency in English and Kurdish is a must.

Job Purpose
Under the supervision of the Head of the Unit, the Procurement Specialist will be responsible for creating procurement strategies for the Office's capital/operational expenditure.

Key Responsibilities
  • Reviewing and advising on how to achieve the best value for money on key contracts and proposals
  • Line management of multiple employees
  • Preparing and delivering reports to senior members
  • Gathering suitable benchmarks to support their work
  • Monitoring purchases across the projects to identify opportunities for savings
  • Assisting in the identification and implementation of cost improvement projects
  • Providing key market information and contract pricing updates to the Head of the Unit
  • Advising other members of the team on applicable procurement rules and regulations
  • Recognizing the key tools and templates available for conducting procurement across different projects
  • Identify and study the best commercial outcome at each stage of the procurement process
  • Comparing the potential supplier proposals for price, quality and other procurement criteria and specifications
  • Negotiating with suppliers to secure competitive prices and to reduce spending
  • Advising the related project streams on cost-effective ways to comply with contractual obligations
  • Negotiating the financial and operational terms of contracts with suppliers

Requirements
  • Minimum of 6 years of experience working in procurement
  • At least 3 years in a managerial role
  • Experience in leading different types of procurement
  • Ability to work independently with minimal supervision
  • Excellent analytical and document writing skills
  • Excellent problem-solving, interpersonal and organizational skills
  • Outstanding verbal and written communication skills
  • Strong negotiation skills
  • Ability to lead and demonstrate cross-functional team management skills
  • Ability to priorities multiple tasks, timelines, and stakeholders
  • Able to demonstrate an understanding of procurement processes and issues
