mselect is looking to hire an HSE Advisor for an oil and gas service client in Erbil, Iraq. Candidates must have 5-7 years of experience as an HSE Advisor, Safety Advisor or similar, preferably in the Oil & Gas sector. Fluency in English and Kurdish are a must, and Arabic is a plus.

Job Purpose
The HSE Advisor will lead the Health, Safety, and Environment department in the Oil and Gas industry. The Advisor will be responsible for developing and implementing HSE policies, procedures, and programs to ensure compliance with regulatory requirements and industry best practices. The Advisor will also provide strategic direction and operational leadership to the HSE team and other departments to create a culture of safety across the organization.

Key Responsibility Areas (KRA)

KRA 1- General:
  • Develop and implement HSE policies, procedures and programs to ensure compliance with the company's HSE policies, regulatory requirements and Industry standards
  • Conduct safety inductions where required for all visitors to the site
KRA 2 – HSE:
  • Sourcing, assisting with procurement, and maintaining appropriate stock levels for coveralls, hard hats, boots and all other PPE
  • Conduct audits and inspections to ensure compliance with HSE policies
  • Conduct risk assessments and develop strategies to reduce and eliminate hazards in the workplace
  • Work with all departments, contractors and clients to ensure HSE requirements are incorporated into day-to-day operations and projects
  • Develop and implement emergency response and evacuation plans and procedures to mitigate the impact of incidents
  • Ensure all personnel, including site visitors, are provided with and are wearing the appropriate PPE while on site
  • Provide HSE-related input to daily Operations Meetings
  • Administer, record and monitor the performance of all HSE-related service providers (e.g. pest control, trash collection) visiting the site
  • Provide HSE input to and sign off on all non-routine work, subject to issuance by the GM of a Permit to Work and supplementary Permits
  • Conduct weekly safety meetings with O&M personnel
  • Establish an agenda and conduct monthly safety meetings with site-based senior staff
  • Participate in site walkarounds and safety inspections, and promote good health and safety best practices for all activities carried out on site
  • Liaise with the site Reception to be aware of all visitors to the site daily and maintain an accurate record of the same
KRA 3- Documentation:
  • Develop and maintain HSE performance metrics and reports to track progress and identify areas of improvement
  • Maintain a spreadsheet of PPE allocation and provide budgetary requirements in advance for the purchase of the same
  • Administer the Behavior-Based Safety Program established for the site and maintain the associated spreadsheet
  • Maintain an up-to-date Safety Data Sheet (SDS) register for all products and chemicals present at the site
  • Ensure appropriate signage is deployed and properly maintained throughout the site, and that HSE information and updates are posted on all noticeboards
KRA 4- Reporting:
  • Compile Near-Miss and Incident Investigation reports for review by the General Manager and provide recommendations for corrective actions
  • Provide monthly HSE Report including all relevant HSE statistics (including inspections and
  • Submission/close-out of HSE Report Cards to the General Manager
KRA 5 – Equipment:
  • Retain on file calibration certificates for all personal gas meters (PGMs) and ensure that all PGMs are recalibrated when required and are not used outside of their period of calibration
  • Ensure all First Aid kits, equipment and facilities around the site are fully stocked and properly maintained, and keep a record of usage of all consumables
  • Ensure spill kits and other HSE equipment around the site are fully stocked and properly maintained
KRA 6 – Training:
  • Develop and deliver the HSE training program to all employees and train them regularly
  • Work with the General Manager in identifying and providing budget and resources for training needs for the workforce to ensure the department operates efficiently and effectively
  • Work with the HR dept. In identifying and proposing appropriately accredited training service providers, and maintaining accurate records of all training carried out by the same

Requirements

Education:
  • Bachelor's or diploma degree in Engineering, Environmental Science, Occupational Health and Safety or similar
  • Professional certification in HSE management, NEBOSH General Certificate or equivalent, OSHA qualification preferred
  • Senior First Aid
Experience:
Minimum of 5-7 years’ experience as an HSE Advisor, Safety Advisor or similar, preferably in the oil & gas sector.
Knowledge:
  • In-depth knowledge of the oilfield and oil & gas industry operations and HSE practices
  • Thorough understanding of the Risk Assessment, Risk Management & Control and Permit-To-Work processes
Skills:
  • Strong leadership and communication skills (verbal and written)
  • Microsoft Office
  • English and Kurdish language skills (written and oral), with Arabic a desirable addition
Abilities:
  • Team player
  • Proven self-starter in a dynamic, operational/task-oriented environment
  • Proven analytical and problem-solving ability
  • Able to work under pressure
  • Able to deliver assigned work on time
  • Able to maintain a high level of accuracy and attention to detail
