Candidates must have a minimum of 10 years of experience in power plant site construction management, with prior experience managing both GIS Substation and Overhead Transmission Line (OHTL) projects. Fluency in English and Arabic is a must.
Job Purpose
The site Manager is accountable for overall site management, including site mobilization, scope execution, planning, safety, construction cost, quality and schedule commitments through risk assessment-based evaluation of complex technical and execution issues that may have a significant commercial impact on overall project execution.

Key Responsibilities
Project Construction Management:
- The Site Manager is the primary on-site authority, accountable for the coordination and supervision of both OHTL and substation construction
- Responsibilities include maintaining comprehensive knowledge of all project contracts and agreements
- Ensure construction activities adhere to project HSE, schedules, specifications, quality, budgets, and safety objectives
- Responsible for managing site EPC logistics, including material deliveries, equipment allocation, and subcontractor coordination
- Conduct regular site inspections and meetings to monitor progress
- Enforce health and safety regulations and address issues with the Project Management Team (PMT)
- Maintain detailed site records and reports, and ensure all site personnel have the necessary Personal Protective Equipment (PPE)
- Involved in acting as the main on-site liaison for the Affiliates, regulatory authorities, and other stakeholders
- Promotes an integrated site team to supervise the EPC Contractor's construction progress and quality of work until energization
- Oversees the commissioning manager and QA/QC engineer to ensure quality works, conduct inspections, and address non-conformities
- The manager must ensure that both OHTL and the substation site progress align with the project plan
- Develop detailed site schedules, allocate resources and equipment, and monitor material quality and deliveries
- Supervises and guides the construction team and subcontractors regarding project progress and planning
- Daily, weekly, and monthly reports must be prepared and submitted to the Project Director
- Controls the daily Site Personnel on Board (POB) and reports to the Affiliate
- Follows up on key performance indicators (KPIs) for construction activities
- Ensure critical activities are on schedule, look for opportunities to improve the critical path, and propose optimizations to the contractor
- Evaluate and propose improvements to recovery plans to improve the activities to keep the overall schedule on track
- The Site Manager must implement and promote a strong safety culture, and a comprehensive site safety program aligned with company standards
- Establishes clear safety protocols and ensures all tasks are supported by risk assessments and method statements
- Ensure adequate safety signage, barricades, and PPE are provided and used correctly
- Supervises and monitors safety practices, promotes the Safety Stop Card program and conducts regular inspections and audits to address non-compliance issues
- Investigates incidents, accidents, and near-misses to determine root causes and implement corrective actions
- Responsible for organizing site-specific safety orientations and training for all workers and subcontractors, and holding regular toolbox talks to reinforce safety awareness
- This role requires strong leadership, communication, and problem-solving abilities
- Ensure clear and effective communication between all teams, subcontractors, and stakeholders on site
- Responsible for resolving conflicts and misunderstandings that may arise from poor communication

- Ensure construction activities are performed without Lost Time Injuries (LTI), meet specifications without major non-conformities, and are completed on cost and on time
- Define relevant KPIs for the construction phase
- Reduce exposure to claims from the EPC Contractor and ensure the best construction outcome
- Actively contribute to building personnel safety, construction integrity, and environmental respect by promoting HSE awareness at all levels through an exemplary and proactive attitude
- Demonstrate exemplary behavior regarding HSE rules and requirements
- Accountable for overall site management, including mobilization, scope execution, planning, safety, construction cost, quality, and schedule commitments
Requirements
- Bachelor’s degree in civil, electrical or mechanical engineering
- Minimum of 10 years of experience in power plant site construction management, with prior experience managing both GIS Substation and Overhead Transmission Line (OHTL) projects
- An EPC background and experience are mandatory, with at least one completed construction project
- Knowledgeable on international standards and best practices for construction
- Knowledgeable on environmental legislation and good industry practices related to construction works
- Proficient in MS Word, MS Excel, MS PowerPoint or similar
- Fluency in both English and Arabic
