mselect is looking to hire an HSE Officer for an international energy client in Basrah, Iraq. Candidates must have a minimum of 5 years of working experience within a high-hazard industry, such as construction, oil and gas, or onshore plant environments. A minimum of 3 years of experience in a previous related role is also required. Fluency in English is a must; Arabic is a plus.
Job Purpose
The HSE officer is responsible for the Health, Safety & Environment of the Area Package. The HSE officer oversees the implementation of the Project HSE Management System on site and monitors/supervises contractors’ activities from an HSE perspective. With the support of the Package HSE Supervisor and Spdt., he/she will advise and assist the Company Site Team in the management and control of HSE.
Key Activities
Leadership:
Support Environment Studies on site with appropriate risk assessments (Waste management, Hazardous material storage…) and Permit to Work system.
Health and Environment:
Assist the Site Medical Doctor in implementing the Company Health Plan, Medical fitness procedure, MEDEVAC procedure, audit of camp facilities, and supply of medical logistics.
Contractor and Suppliers:
Supervise Contractors' activities and ensure they are carried out in compliance with the HSE plans, HSE bridging documents, Risk Assessments during contract execution.
Competency and Training:
Participate in the HSE induction/orientation.
Emergency Preparedness:
Assist the Package HSE Supervisor and the Project HSE Manager to set up, test and continually update the Emergency plans.
Incident Analysis:
Participate in Site inspections and audits as scheduled.
Performance Improvement:

The focus of the role is to ensure HSE risks are properly evaluated and controlled by the Package team and its Contractors and to provide high-standard support to projects, from the construction to operation/maintenance phases.

- Assist the Company Site team and Contractors in the implementation of the HSE Management System, risk analysis, analysis of incidents, permit to work process, and industrial hygiene implementation
- Participate in the promotion of HSE culture on site through frequent talks and presentations including deployment of HSE tools i.e. Program “0 Fatality” (Safety Green Light, Life Saving Checks, Joint Safety Tour), Stop Card, Safety and Sustainability Moments, World Day for Safety commemoration, etc Ensures similar programs and tools to be deployed by the Contractors on their worksites

- Follow up on all Site actions resulting from incidents, anomalies, drills, HSE audits, and inspections
- Participate in the reporting and investigation of incidents and anomalies, and ensure that corrective actions are followed up in a timely manner
Participate in Site inspections and audits as scheduled.
Performance Improvement:
- Assist the Package HSE Supervisor and the Package HSE Spdt to organize Site HSE Committee Meetings and induct all new personnel on site
- Prepare and submit the HSE daily report to the Package HSE Supervisor
- Assist the site team in the use of the reporting tools
Key Accountabilities

Requirements
- Education: Minimum 5 years working experience in a high hazard industry, i.e. Construction, Oil & Gas, onshore plant and others, including a previous experience role (Min 3 years). Professional HSE qualification at Diploma/Degree level minimum (e.g. MSc Occupational Health and Safety or NEBOSH diploma/Certificate)
- Understanding of construction activities
- Experience auditing/inspecting/supervising construction activities
- Ability to proactively drive positive change
- Be a Role model to establish effective teamwork
- Profound knowledge of the HSE culture tools and programs
- Autonomy and previous experience in working transversally
- Highly proficient in spoken and written English. Spoken and written Arabic is a plus
