mselect is looking to hire a Lifting Specialist for an international oil and gas operator in Basrah, Iraq. Candidates must have a minimum of 4 years’ experience in lifting operations at senior or supervisory level, preferably with some exposure to the Middle East region. Fluency in English and Arabic is a must.
Job Objective
The objective of the role is to assist the Lifting Technical Authority by providing an independent perspective on Health and Safety risks associated with lifting operations throughout the concession.

Key Responsibilities
General:
- Continually liaises with the Lifting Technical Authority and departmental HSE Leadership to ensure lifting and handling standards are consistently respected and applied
- Work closely with contractors to ensure technically acceptable lifting procedures and other related documentation
- Ensure all personnel involved in lifting operations have the required training, experience and competence to perform the category of lift
- Acts as the lifting representative for lifting operations on site and/or contractor facilities
- Mentoring and monitoring lifting processes, categorizing lifts, hazard identification, risk evaluation, and professional analysis of lifting procedures
- Coaches and mentors, all contractors and staff with regards to lifting operations
- Samples lifting operations to verify conformance with the Lifting Procedure
- Observe and assure the safety, procedural and legislative compliance of lifting operations
- Communicate potential lifting issues to Department Leadership before they impact business performance
- Apply and promote industry recommended best practice to all lifting operations
- Be an active member of the Lifting Community of Practice
- Participate in the Authorized to Operate (ATO) Assurance Program to ensure the safe operating condition (SAFEM) operating condition of contractor mobile lifting appliances
- Ensure lifting accessories, equipment and machinery are fit for use and have the appropriate statutory documentation
- Ensure lift plans and risk assessments are developed and conducted for all lifting operations and ensure adequacy for safe and efficient execution
- Ensure lifting operations are executed as per the agreed method and make interventions where necessary
- Support lifting related incident investigations
- Ensure the risk of dropped objects is effectively managed with compliance to industry recommended best practices and procedures
- Liaise with inter-departmental colleagues and management within the company reporting lines
- Maintain reports and targets as defined by management
- Timely response to client documentation requests
- Report on unsafe situations, incidents and other abnormalities, promote a positive health and safety culture whilst demonstrating safety leadership
- Ensure high standards of housekeeping are maintained
- Participate in HSEQ tasks, meetings and development as required by management
- Ensure all work is carried out in a safe manner, in accordance with HSEQ procedures
- Support client systems and process
- Ensure that formal procedures, standing instructions and safety standards are always complied with
- Report non-compliances to appropriate persons
Requirements
Minimum Qualifications:
- Appointed Person and/or Crane Supervisor (CPCS/NPORS or equivalent)
- Rigging Competency (EAL/OPITO/ECITB etc)
- Banksman Slinger Competency (EAL/OPITO/ECITB/CPCS etc)
- Extensive demonstratable working experience in lifting operations at senior or supervisory level, preferably with some exposure to the Middle East region
- Solid experience on construction lifting operations & protocols
- Demonstratable experience working with a variety of mobile/crawler cranes and other heavy lift equipment
- Demonstratable knowledge of HSE and lifting related international legislation, standards and industry best practices
- Proven health and safety leadership skills
- Excellent oral and written communication skills, and the ability to distill key messages in a clear and concise manner
- Excellent analytical and organizational skills, along with good attention to detail
- Demonstratable knowledge of lifting equipment and accessories inspection and discard criteria
- Excellent interpersonal skills with the ability to work with a wide range of people through networking influencing, coaching and team-working
- Proficient in Microsoft Office suite
